Rank: Ambassador-DesigneeIn the city of Richland, Ohio, the Pelcham family enjoyed a comfortable if not pampered life. William's father the mayor and business leader of the region, who ruled the area with a not so gloved iron fist after the fall. A willful and strong local citizenry had rebuffed the bulk of the refugee problems of the late 80's picking only the most desirable and healthy from the starving cities of the area. The areas small foundries and rich agrarian lands seldom left the locals hungry or without work. A strong religious founding was to be had from the local monastery of Leibowitz, (founded in 1988) fostering an attention to piety and detail as well as strength of faith and knowledge. A strong local Asian influence left from the defunct Honda industrial complex, in the regions southern areas, provided an ethnic influence of eastern language and culture easy to obtain.
William and his two brothers (Fredric and Erwin) lacked for little. The best of teachers were employed for all phases of their education, from history, science, the arts, to riding and shooting. No expense was spared in an effort to prepare all three brothers for their father's plans for them. William received most of his education from the monks until he was twenty. For two exciting years he delved in a lucrative trading/scavenging career liberating materials and goods from the devastated cities and local villages. His first local posting as the lower county representative ("appointed" as much to settle him as to restrain him) encouraged his interests in the (lucrative) realm of politics and provided a fine learning tool for "managing" the local economy and population. Labor and social problems were dealt with by forcing the locals into an almost feudal association. Debt, honor and obligation were the preferred tool over more blunt but not unused means. As the years passed trade, religion, and politics went farther and farther afield and William went with them as often as possible. On many of these junkets both trade and peace were the prime issues, interspersed with a dash of ministry mission work. In 2038 notice had been taken of the growing web of treaties and trade in the region many of the trails were tracked back to William. The foreign office of the UKA send some subtle inquires to William's father (now in his late 60's) and for some undisclosed remittance William was sent off to "learn from the UKA". In the past eight years, he has been on postings in Asia and the Pacific Rim. Most of this time he was an attache or a trade ambassador. Much of the time his experiences have been lucrative as well as instructive. William has broadened his skills in both languages and knowledge of the locals and their customs. Currently back in the UKA's Portland facilities the next assignment is looming on the horizon.
