History

Acquired by the UKA from the Roman Empire as a result of the Azores Peace Treaty, Malta is one of the three cornerstones of the UKA's Mediterranean policy.

Government

Malta is an autocratically ruled state, governed by its originally Roman-appointed duke, Duke Giuseppi diBelcastro, a former Imperial Roman admiral. A provision of the Azores Peace Treaty required that Duke Giuseppi remain as ruler of the island under UKA sovereignty. The duke is, in effect, the absolute master of the island, save for those requirements placed upon him by UKA law. In fact, the duke is strongly constrained by the fact that the bulk of the island's population are either members of the UKA military, their dependents, or UKA administrative personnel. As a result of these constraints, the duke has treaded a very fine line of abusing his power and facing a UKA reaction, and simply reigning without ruling. In fact, though, the duke is quite popular with the island's inhabitants, being loved as a kind, fair ruler. The duke combines all three branches of government within his person, assisted by four appointed judges, who serve at his pleasure, and a Ducal Council of six members appointed from island civilian notables.
