Founded in the summer of 1986 by the local Emergency Executive Committee, when the city government of Prince Rupert realized that there would be no more orders flowing from Ottawa or the British Columbia government at Victoria. While reluctant to usurp the powers rightfully belonging to the central government, the Emergency Executive Committee began to take up more and more of that authority. Local RCMP post commander Christopher Worstell accepted the authority of the committee in the summer of 1986. The early years of the city-state were fairly peaceful, but by the mid-1990s, encroaching pirates and increasing problems with other city-states interfering with its trade, particularly the Republic of Portland, required an expansion of territory and military power.
By the time of the formation of the Alaska League in 2005, Prince Rupert's Executive Council ruled an extensive hinterland east of the city as well as Vancouver Island and exercised de-facto rule over many of the villages along the old British Columbia coast. After the large scale invasion of the Cook Inlet region by the Japanese in the spring of 2006, Prince Rupert, as well as many smaller communities, joined the Alaska League as an associate member.
After the completion of the Phoenix and its victory over the Japanese Northern Fleet in Kodiak harbor in 2007, the league, at Ffolke's insistence, successfully conquered Maui in the Hawaiian Islands. Prince Rupert's association with the league was terminated in 2008 and it was officially incorporated into the British North American Colonies in that year as a Class II member.
The Prince Rupert Provincial government takes the form of a republic. The executive power is vested in a five member elected Executive Council, headed by the Lord Executive, elected by the members of the council. Exective Councillors are elected for five year terms, each seat becoming vacant each year in succession. The Lord Executive serves at the pleasure of the council. The legislative power is vested in a bi-cameral Provincial Parliament. The Senate consists of 12 Senators members elected by district, serving six year tterms, one third being elected every other year. The House of Commons, consisting of 36 members, is elected by popular vote in all member communities. Seats are apportioned by population. Judicial power is vested in a Provincial Supreme Court with nine justices, acting as a court of appeals from community courts and to hear intra-community cases. This court is considered to be the equivalent to Royal District Courts for appeals to the Royal Judiciary.
