
Unlike most of the governments within the UKA, the city government of Portland, Oregon has enjoyed unbroken continuity with its pre-1985 incarnation. During the first few years of its post-1985 existence, the Portland Police found itself not only dealing with its normal jurisdiction dealing with internal crime, it also had to defend the borders of the community with successive waves of refugees and bandit incursions, and along with surviving U.S. military personnel and national guardsmen, formed part of the nucleus of the Republic of Portland's army. To deal with these various threats to the public order, for some years it fielded large numbers of auxiliary officers, who were, essential militiamen. In July 1988, William DeHaven, Sr. was elected mayor and converted the city government into a de facto dictatorship. A unit called the Mayor's Division was created within the police bureau to act as the strong arm enforcers to keep DeHaven in office. The Mayor's Division ruthlessly propped up the increasingly arbitrary rule of the DeHaven family for the next nineteen years.
When the DeHaven regime collapsed in 2007 under the onslaught of the Alaska League, one of the conqueror's first actions was to reorganize the Portland Police Bureau. The Mayor's Division was dissolved, a fairly easy task as many of its members had followed DeHaven into exile, most joining the Free American Legion. The revitalized bureau was split into two agencies. The bulk of the agency was retained as the city police, while a small number of officers were used to form the nucleus of the Northern Oregon Provincial Police.
In the years after the conquest, the Portland Police Bureau regained much of its pre-1988 professionalism, more law enforcement agency and less the a organized criminal's goon squad. Its reputation for routine policing of the community is good, though its detective division has had less than a sterling reputation for solving complex crimes. A particularly poor showing during the "Pipette Murders" of 2044 and the difficulty of a local police agency dealing with national politicians and their political clouthas led to a Royal Canadian Mounted Police-led task force taking over some of the city's more difficult and politically sensitive cases.
The current chief, Nathaniel P. Sutter, has headed the bureau since 2043. The chief is appointed by, and serves at the pleasure of the mayor.

The Mounted Division provides much othe quick response capability for the Police Bureau. Derived from a small mounted unit created back in 1979, the Mounted Division was greatly expanded shortly after 1985, when it quickly became clear that motorized squad cars would be impossible to maintain in regular service due to a lack of fuel and spare parts. The Mounted Division evolved into an elite rapid response unit to deal with well armed bandits and served as a cavalry auxiliary force for the republic's army. The division, nicknamed the "Horsie Guys" by local criminal population, serve as a SWAT team, in addition to patrol duties. Currently, the division is divided into two squadrons, both based out of the Northeast Precinct's headquarters. In addition to horsed patrols, the Mounted Division maintains equipment and provides drivers for the Police Bureau's growing fleet of vehicles.
The Mounted Division provided the riding instructors for the original British North American Colonies cavalry regiments.
