After the collapse of the fighting forces in Central Europe late in 1985, large numbers of ex-Warsaw pact and NATO troops drifted over the Rhine through the Dead Zone into the far less devastated region of Belgium and Northern France. The largest and best organized of these groups settled in Normandy. Former Soviet Colonel General Dimitry Olsufiev proclaimed himself Czar Konstantin I of France on July 28, 1987, establishing his capital city at Caen. The czar resisted Roman pressure to join the empire in the aftermath of the Roman conquest of the southern French states in 1990. With the slowing of Roman expansion and the continued deterioration of the physical infrastructure in Northern France, the region became a backwater of little interest to Roman ambitions.
A major insurrection broke out in the Pas-de-Calais region on August 12, 2013. A division of French mercenaries in the pay of the Czar revolted over arrears in pay and over the next few days fled across the English Channel.
On November 5, 2013 Czar Konstantin I wdied of natural causes and was succeeded by hus son Czar Gregorii. Gregorii was a dissolute and weak ruler, and he was, in turn, assassianted by his own officers and replaced with his son, Czar Konstantin II, likely with Konstantin's knowege and approval.
On May 1, 2044, Konstantin put Northern France under the protection of the UKA, accepting Class II Commonwealth status.

The Northern French government is a loosely tied together collection of regional Counties. The czar is nominally an absolute ruler within his domain, though this is limited by a very weak governmental structure that lacks the power to impose its will on subordinate rulers. Mandated reforms required by Commonwealth membership are progressing slowly due to a lack of an educated population and a lack of political will.
As a Class II Commonwealth state, the Russian Empire of Northern France has no armed forces of its own.
