
Flag of the Province of Joliet
Joliet Province was created by Royal Proclamation on June 14, 2044 after the Islamic Caliph of the Midwest signed his official abdication. Five days earlier, the caliph had been captured by a daring assult of UKA paratroops from both the land and air.
The population of Joliet Province in the spring of 2046 is 1,215,830. Approximately 40,000 are urban, the remainder live in the countryside or small towns. Over seventy percent of the population is of mixed race, African-American and other. Most of the remainder is Caucasian.
Joliet Province is bordered on the east by the Islamic Republic of Northern Indiana with the border being the old Illinois-Indiana state line, and above that, Lake Michigan. On the south, it is bordered by the Province of Illinois,, the actual border runs along the southern borders of the old counties of Vermillion, Champaign, Platt, Macon, Logan, Menard, Cass, Brown, and Adams. On the north by the Wisconsin River to the northern border of Dane County, then eastward along the northern borders of Jefferson, Waukesha, and Milwaukee Counties. On the west, it is bordered by the Mississippi River.
When the U.K.A. occupied the area in 2044, it continued the Islamic Caliphate's political organization based on pre-1985 county boundaries, though returning the names of the counties to their originals.
Joliet Province is covered by the Central Plains region. These gently rolling fertile plains were carved and leveled by glaciers during the Ice Age. The Central Plains run from Lake Michigan west and south to cover the entire province and can be divided into three sections; the Great Lakes Plain, the Driftless Plains and the Till Plains.
The provincial government maintains a number of police barracks for the Joliet Provincial Police as well as administrative offices in the Palace of the Caliph near Joliet.
The province is currently under military occupation and martial law.
Civil administration is handled by crown-appointed governor general responsbile to the general commanding the Joliet Military District. Currently the office is held by Laura T. Morera. She is assisted by a mixture of military officers and officials and civilian administrators, both local and brought in by the military government.
Most actual government services is in the hands of local county officials. The governor general has control of the Joliet Provincial police, comprised of one company of horse mounted police of 88 men and four companies of foor police of 141 men each. Most of these police are locals, though the company officers are U.K.A army and R.C.M.P officers seconded to the JPP.
