Mission Objectives
1)	To place the Ambassadorial Party in a relatively safe and convenient location from which open negotiations with the Mongol KhaKhan.
2)	To open practical forward airstrips to use for clandestine operations in or near Mongol territory in the future.
3)	To provide support (logistical support in emergency and technical air support in extreme emergency) to Ambassadorial Party while on forward mission.
4)	To facilitate quick and effective rescue and/or medical evacuation of Ambassadorial Party, should that become necessary.
5)	To permit easy evacuation of Ambassadorial Party when mission is completed.

Objective Locations
Base One is to be located at a remote, long abandoned Chinese military airfield in the Mu Us Shamo desert in Shangxi Province of Imperial China.

Base Two is to be located at a remote, long abandoned Chinese military airfield in the Junggyar desert in Xinjiang Province, which probably is part of the Mongol Empire.

Mission Overview
Phase I: transport necessary assets to Royal Navy Base Chilung, Taiwan; conduct photo recon mission to locate usable abandoned airbase in Mu Us Shamo desert in Shangxi Province 
(Imperial China).
Phase II: Secure Airbase One; Establish Airbase One: find suitable water supply; makes buildings habitable; clear airstrip; set-up base headquarters with command center, radio station, weather station, air traffic control and mobile photo lab; continue preparing other forward elements for subsequent operations.
Phase III: conduct photo recon mission to locate usable abandoned airbase in Junggyar desert in Xinjiang Province (Mongol Empire); continue preparing other forward elements for subsequent operations.
Phase IV: Secure Airbase Two; Establish Airbase Two: find suitable water supply; makes buildings habitable; clear airstrip; set-up base headquarters with command center, radio station, weather station, air traffic control and mobile photo lab; continue preparing other forward elements for subsequent operations.

Mission Outline

Phase I --  Days 1-6 -- Preparation

Relocate 100th Recon Group to Royal Navy Base Chilung, Taiwan using Dominator III transports to carry the appropriate ground support elements.  12 sorties for 3 days.

Relocate  163rd Fighter Group to Royal Navy Base Chilung, Taiwan using Eagle II transports to
carry the appropriate ground support elements.  36 sorties for 3 days.

Relocate Special Operations Group Headquarters to Royal Navy Base Chilung, Taiwan using Eagle II transports.  2 sorties for 3 days.

Relocate all four Special Detachments to Royal Navy Base Chilung, Taiwan using Eagle II transports.  1 sortie for 3 days.

Relocate RCMP Airborne Police Company to Royal Navy Base Chilung, Taiwan using Eagle II transports.  3 sorties for 3 days.

Relocate 78th Penal Battalion to San Francisco using shorter haul aircraft.  

Relocate 2nd Platoon/Company A/102nd NG Water Supply Battalion to San Francisco using train.

Relocate 1st Platoon/Company B/103rd NG Vertical Construction Battalion to San Francisco using train.

Relocate II Battalion/56th "Novato" Infantry Brigade to San Francisco using train.

Relocate Mojave Border Brigade Group Headquarters to San Francisco using train.

------Days 2-6
100th Recon Group conducts photo recon missions to scout for a useable site for base one, maps area.

Other forward elements prepare for operations.

Days 4-6
Special Detachment 694 lands at Base One sites by parachute to examine suitability for use, using Dominator III transport.  1 sortie for 3 days.

Relocate 78th Penal Battalion to Royal Navy Base Chilung, Taiwan using Eagle II transports.  12 sorties for 3 days.  

Relocate 2nd Platoon/Company A/102nd NG Water Supply Battalion to Royal Navy Base Chilung, Taiwan using Eagle II transports.  1 sortie for 3 days.  

Relocate 1st Platoon/Company B/103rd NG Vertical Construction Battalion to Royal Navy Base Chilung, Taiwan using Eagle II transports.  1 sortie for 3 days.  

Relocate Mojave Border Brigade Group Headquarters to Royal Navy Base Chilung, Taiwan using Eagle II transports.  4 sortie for 3 days.  

Relocate General Supplies to Royal Navy Base Chilung, Taiwan Dominator III transports.  8 sorties for 3 days.  Use these aircraft as spares for transporting above if needed.

The 78th Penal Battalion, 2nd Platoon/Company A/102nd NG Water Supply Battalion, and  1st Platoon/Company B/103rd NG Vertical Construction Battalion will be withdrawn after completing basic construction and repair tasks at Bases One and Two by returning transports and reassigned to their normal duty stations.  All remaining assets will remain in place until no longer needed, then will be released to the General Staff Reserves.

Phase II -- Days 7-8 -- Establish Base One 

-----Day 7
Drop RCMP Airborne Police Company on Base One site using Dominator III transports.  3 sorties for 2 days.

When site is secure, drop 78th Penal Battalion on Base One site using Eagle II transports.  5 sorties for 2 days.

Remaining members of Special Detachment 694 begin rendezvous to Base One.

Drop Special Detachments 695 and 696 to Base One; Special Detachment 695 will commence intelligence gathering of base periphery; Special Detachment 696 are dropped at Utubulak (near Junggar Dessert) to commence intelligence gathering of area where Ambassadorial Party will eventually be dropped off. 

-----Days 7-8
Repair runway at Base One sufficiently to permit transports to land.

Phase III -- Days 7-9 -- Recon for Base 2

-----Days 7 - 9
100th Recon Group conducts photo recon missions to scout for a useable site for Base Two, maps area.

Relocate II Battalion/56th "Novato" Infantry Brigade to Royal Navy Base Chilung, Taiwan using Eagle II transports.  12 sorties for 3 days.  

-----Day 9+ 
4 sorties per day of supplies to be carried to Base One by Eagle II transports

Remaining members of Special Detachment 694 arrive at Base One.

Special Detachment 695 lands at Base Two sites by parachute to examine suitability for use, using Dominator III transport.  1 sortie for 3 days.

-----Day 9
Relocate Fighter Detachment One to Base One - 4 Seahawk I.  Base support equipment and initial supplies. 6 sorties for 2 days by Dominator III transports.

Relocate Special Detachment 693 to Base One, using Dominator III transports.  2 sorties for 2 days.

Phase IV - Days 10-12 - Establish Base 2

-----Day 10
Drop RCMP Airborne Police Company on Base Two site using Dominator III transports.  3 sorties for 2 days.

When site is secure, drop 78th Penal Battalion on Base Two site using Eagle II transports.  5 sorties for 2 days.

Special Detachments 694 and 695 are dropped at Utubulak (near Junggar Dessert) to commence intelligence gathering of area where Ambassadorial Party will eventually be dropped off. 

-----Day 10-11
Repair runway at Base Two sufficiently to permit transports to land.

-----Day 12
Relocate Special Detachment 693 to Base Two, using Dominator III transports.  2 sorties for 2 days.

Phase Five - Days 12+ Multifunctional (evacuate unnecessary personnel; maintain airbase; correlate intelligence reports; plan Ambassadorial Mission)

4 sorties per day of supplies to be carried to Base Two by Eagle II transports

Relocate Fighter Detachment Two to Base Two - 4 Seahawk I.  Base support equipment and initial supplies. 6 sorties for 2 days by Dominator III transports.
